Changing PHP version for website

When using PHP Manager to change the PHP version for a website, I observe all of the handler mappings are copied into the website’s web.config, starting with a <clear /> directive.

Is this the expected behavior? It seems odd to me. The resulting web.config seems "bloated" and the site no longer inherits other handlers if they are changed at the top level.

Does PHP Manager offer any way to restrict changes to applicationHost.config (similar to the /commit:apphost modifier for appcmd)?
